Are you talking EPCOR on ENMAX?

I think it applies for both, one is the fixed rate and the other is the floating month-to-month rate. The floating rate changes monthly, and is based on many different factors (supply vs demand being the main one of course).

You could cancel and put services into spouses name, but they may not be able to use your history to waive deposits (if required). Although that may differ depending on the retailer, and they can probably run a credit search or take a credit reference letter from another supplier.

If you live in Edmonton EPCOR is the ONLY company that bills for water/waste services. If someone from Direct Energy, Just Energy, or another company says otherwise they are lying. EPCOR is the only supplier for all services, but if you want gas through them you need to sign a contract.
