So it's the fault of the guy who did nothing illegal that he was accosted/assaulted by police officers?

The officers behave 'incorrectly' according to you but the onus is on the public citizen not to be a victim of their 'incorrect' behaviour.

Standard boiler plate I guess. Cops react poorly/wrongly/aggressively but it's the citizen's fault.
