I think it does. While Foligno is 5 years younger and therefore not a direct comparable, he's another upcoming UFA who has signed prior to the summer and that weakens the UFA class. If we ignore oldies like Jagr and St Louis, the only quality wingers who could test the market are

Carl Soderberg
Joel Ward
Michael Frolik
Mats Zuccarello
Drew Stafford

and that's only now, I wouldn't be surprised if Williams signed a new contract in L.A. and/or Soderberg got traded and signed prior to July as well. Those guys are going to get paid and Glencross knows that. He won't give another hometown discount and he surely knows that he'll easily get a similar deal as Cammalleri last year (5 x 5) in July, maybe even more.
