Bjugstad is a 6'6 220 center who is leading his team in scoring in his second full NHL season at 22 years old. Foligno is a winger and 5 years older, and while I don't want to take anything away from the great season he's having, he's also playing on a line with one of the best young centermen in the league in a contract year. He'll score 20 this season for the first time in his 6th season ... Bjugstad will probably do that in his 2nd season this year. Also Bjugstad will earn 1.4m less per year than Foligno. So yeah, I think the Bjugstad deal is a lot better than the Foligno deal IMO. The Foligno deal can still be good value, but he'll have to keep up his production for that and given his career numbers so far, it's not surprising that people are a bit skeptic in that regard.
