The other parties could block, but would they be wise to try? Last time they went down that road, Canadians weren't terribly impressed and gave Harper a majority. If the opposition parties were to try and gang up again, they risk repeating history.
And that may answer the first question. Would Harper be done? Quite possibly. But probably not immediately. As in, I don't think he would resign as leader on election night if reduced to a minority, but internal party discussions would probably start to focus on succession plans. But if the opposition parties were to try and force policy, I think the Conservatives would likely stick with the established leader knowing that another election would be coming quick.
