The whole part of this that makes no sense to me is North Korea has never proven to be a real terrorist threat. They don't export their ideology. You never hear of someone blowing themselves up for the great state of North Korea.

A lot of people that that Jung-Un would come in as a moderate and reform the state and open it up a bit after his father died. A lot of people though saw that Jung-Un was actually a lot more hardcore then his father. Kim Jong-Il was in the words of Madeline Albright, "Crazy like a Fox" He was a pure political animal who understood when to use threats and when to back down. His son doesn't know that, and he's incredibly clumsy in everything that he does, instead of loosening his grip on his people, He's tightened it. The only thing that he's done exceptionally well is to start an open war between North Korea's Military and their internal intelligence services. With family members on each side.
In terms of the terrorist angle, you have to look at the torpedo attack on the Cheonan that killed 58 South Korean sailors and the artillery attack on the Yeonpyong (Think I spelled that wrong but whatever) island.
There have also been a few attempted commando infiltrations into the south.
