Eventually they might get onto it, but not right away. Look at the situation on the board this week with DOOM, it's a tricky situation. He really wasn't doing anything against the rules, posting an opinion ad nauseam ins't an infraction but the way he was doing it was obviously overly disruptive to the board. A shadowban would let the moderators ban him for a month, whatever, and allow him to continue posting but give the board a cool down from his a-hole behaviour.
I've seen it used well on other boards

I don't see the advantage. If the individual's actions are such that they warrent more than a suspension, just ban them.
