From what I have read, Florida is the only state where Latinos tend to vote Republican over Democrat, and even then it is usually pretty close to 50/50 with Rubio taking about 55% of the Latino vote last time.

I think his base is a lot simpler than just the Cuban community in Florida. Florida is a GOP state at its heart and I think that is what he is trying to appeal too more than ethnic lines. If he has political aspirations on a national level (and there was talk of him running for president one day), then he is going to have to forget about the Latino vote on national level and focus on towing the Republican line.
