Keep in mind Hall's career high for goals in a season is currently 27. Offensive players tend to score their peak goal number by the age of 25. Hall has just turned 23. He'll need to up his scoring by 50% from current career high's to be a 40 goal guy. A total Neal did hit at 25 while playing alongside Malkin. Prior to that Neal had Hall like goal numbers albeit fewer total points.

I personally think the Oilers should try to shop him for help on defence or a legitimate goaltender. He's the one tradable piece they have that has the best chance to get them one of those pieces.

Really if the Oilers shuffle things around and have a group of McDavid/Eichel, RNH, and Drasaitl down the middle and can parlay Hall and Eberle into a top pairing defenceman and goaltender. I think they would have a much better chance of being a strong team moving forward. Wingers can be acquired, and or drafted outside the premium 2-3 picks in a draft. They can also get up to a reasonable scoring level rather quickly compared to other positions.
