She's right. If you are at home, all you need to do is pick up the landline and dial 911. If nothing is said, they'll come very quickly straight to your address. If you are at home and call 911 from a cell phone and don't say anything, it'll take longer for fire/police/ems to find you.
With a landline, ANYONE can call, no one needs to actually know the address. With a cell phone, if you don't know the address, you are in a bad spot (quick, what is the actual street address of 5 of your friends...?)
You can't turn a landline off, unless you pull the plug out of the wall, which few folks think to do (even in an emergency situation, despite what the movies have you think), but turning off a cell phone (and rendering it unfindable) is incredibly easy.
