The Kennedy administration in the 1960s played a big role in what ended helping Ba'athists in Iraq. Many of whom ended up becoming radicalized. As much as people like to blame the Bushes for the current situation, they were reacting to decisions made by predecessors. They were foolish for not seeing the bigger picture and acknowledging blow back that critics pointed out was likely going to happen, there was a generation of bad decisions regarding the ME.
And yes, Britain has to take a lot of the blame as well.
