I believe I found the name of them: Kniepertjes. New Years Cookies. They can be flat waffles (and then turned into stroopwafel) or rolled up and filled with chocolate or cream.

That's just one variation though. I've seen the cinnamon taken out and replaced by rum. I've seen anise put in instead of cinnamon. The rest of that ingredient list is pretty much the same as the rest and so are the directions. I think you can essentially flavour the wafel however you want and fill it as you please.
