It looked like she bumped the other car. Probably not much damage. The other driver may have had a hand in it, too. If he wasn't too cheesed off, got her info and knows she's getting the insurance ding for it...some folks are pretty chill, and don't want someone's head to roll everytime life deals them a bit of bad luck.

If you watch the video; skip back and forth between before/after the accident. You'll see the car's front quarter panel has crumpled in a good bit.
What I don't understand is I don't think she pulled over nearby and waited for the CPS; as I thought the CPS announced they were looking for her? How could they have met her at the scene shortly after, and then announce they're trying to find out who it is.
Either way, revoke their license.
