Treliving didn't know what he really had, he said exactly that, so he might have made some different moves in hindsight - Setoguchi? Bollig?. No fault in that, he's new to the team and the kids hadn't proven anything yet.
I think signings like Raymond and Hiller, while modest, sent a message that the Flames aren't just rolling over and tanking even if they're not swinging for the fences. That's a positive to me.
He's managed the team in a calm, consistent, principled way so far - so far so good.
At the end of the day he hasn't made his mark yet so it's too early to really judge him.
