There are thousands of tags issues every year in Alberta for people to hunt Moose. Why would you waste resources to sedate, relocate, track etc. Just shoot the thing, get it butchered and donate it to the local food bank.
And for the record, as someone mentioned above, moose are very dangerous when agitated. Cow moose are worse, especially if you inadvertently get between them and their calf.

I think it's mostly because they don't want to discharge high powered rifles in an urban setting, whereever possible they will sedate and re-locate animals, predatory or not
