The problem is that judging it's effect on the play is very difficult. The Stamp who got blocked in the back most likely doesn't tackle Banks there. However, if he isn't interfered with he can certainly still influence the play. Maybe he gets a hand on Banks and slows him up a bit. Maybe he forces Banks to take a slightly longer route backwards to escape a tackle attempt and Banks turns the corner a split second later
Punt returns are almost always a matter of inches and exact timing. Even if that Stamp isn't going to make the play, he still has a good chance of disrupting things enough to not let Banks turn the corner.
