Even though there have been discoveries in the last 20 years that lead paleontologists to now believe that some dinosaurs had feathers, it wouldn't make sense for the dinosaurs in the JP universe to have "evolved" feathers in the meantime.

They can explain the lack of feathers because of the work they did to "fill-in" the DNA gaps using frog DNA.
