My understanding is its sort of both. Reboot with a twist but it recognizes the events of the the JP movies. I've read they call it a re-invention.
Follows a real time scale (22 years after the original Park incident) and Hammond's company, InGen was bought by a different genetics corporation, Masrani, this one more set on a theme park angle rather than a dinosaur preserve. I guess they eventually regain control of the island and rebuild the park. It's set on Isla Nublar, the island from the first movie, and not Isla Sorna like in the other 2.
Also looks like another element that's been added is having tamed/trained Dino's. The Velociraptors for example seem to be used to help track and hunt the genetic hybrid. And there's someone in the movie credited as a dinosaur tamer. Could mean more Dino v Dino fights. I've always wanted a pet Velociraptor.
I've also done some more reading on this so called genetic hybrid. The director had some comments that settled some of my fears. He said it's sort of expanded on some elements touched on in the original book, where Dr Wu talks about genetically changing the dinosaurs to make them more appealing in a theme park angle. Slowing them down for safety reasons was one I remember from the book. Except in this movie, they go the other way. They want a more exciting dinosaur. Faster, smarter, more teeth, etc. And they get what they want. Until it proves smarter than they thought, and escapes.
So it takes more of a sci-fi angle, much like the books author has done throughout his career. Actually makes me feel a lot better about it.
