I don't think there was a home town discount. I remember coming out of the lockout in 2005, there was lots of discussion about Iginla being the best player in the league and his contract will be an important one to set the bar for the NHLPA. I think Iginla maximized his value which was in his and the NHLPA's best interests.
My comment was more a rebuttal to The Familia's inaccurate recollection.
