If a guy had been shot a couple of times and was 10 feet away, a trained officer should be able to put another one in the leg if need be.

Police do not shoot to wound, they shoot to stop the threat. Trying for an arm, a leg or the head is an impossible shot when you're ramped up on adrenaline and shooting at a moving target. An extremity shot, if you make it, will not stop an armed threat with any reasonable expectation of success. You also increase the danger to others when you have ricochets and missed shots flying all over.
Two shots were fired at/near the car, the other 10 (and 6 hits) were outside. For someone who at the time was deaf, head ringing, injured and had loads of adrenaline coursing through his body, that's good shooting.
