Hey, West Virginia University has at least one riot a year--but it's always brushed under the rug. Boys being boys and all that.
Numbers have proven that this police force has regularly profiled the people of color in its community. Higher arrest rates, numerous examples of excessive force, etc, etc. This is a community that is terrified of the authorities who are supposed to be protecting them, and yes, they are lashing out.
But if we can overlook it as nonsense when it's sports fans reacting to an overall meaningless sporting event--I'm pretty sure we can give a little bit of rope to a community that is angry, that is hurting, that is scared.
This community deserves a police force that they can trust, and the men in power at the moment don't look at all like they're capable of being that force.

Brushed under what rug?
Riots after sporting events are reported on and people involved are called out for being the idiots they are all the time.
The people out there protesting and rioting are morons. They don't deserve any rope and deserve any sort of reaction the cops deem necessary to get it under control.
