White people aren't better behaved. Wealthy white people are more likely to get away with it.
Go find a group of poorly educated, poverty-stricken white people. Go find your run of the mill trailer park.
I'd put money on the fact that they're just as likely to be as lawless as poorly educated, poverty stricken black people.
But even those poor/uneducated white people are probably less likely to go to jail for a minor drug charge than is a poor/uneducated black person. That same black person is then going to spend time in jail. Then he's going to come out and be unable to find a job. Then he's going to be more likely to be involved in more illegal activity, and then he's going to end up in jail. Then his poorly educated kids are more likely to someday end up in jail. It's a vicious cycle of systemic racism that still is extremely prevalent in this country.
If you want to know how much better white people behave than black people--go to a football game and find a drunk guy and tell him his team sucks. Come to Pittsburgh and see the absolutely disgusting piles of trash, vomit, etc that are left here by a whole brood of white people after big country shows visit the city.
All people have the capacity to be unlawful, to misbehave. The difference is that in general--white people have more power, more money, more opportunity, and those things help to keep them out of trouble.
