I think what I find most frustrating about these episodes rich in backstory and character development is the lack of subtlety sometimes. I would have preferred that they left it to the viewer to figure out why Carol was so familiar with the shelter. We didn't need the soliloquy spelling it out for us.
My second biggest frustration is that in these mini-half seasons we are forced to endure, there is not enough time to devote whole episodes to these things. There is a limited number of episodes before the mid-season break and fans (well, me at least) demand a certain amount of story progression and walker gore each week. You have to walk a fine line between artful character driven stuff and basic action to make this happen. There's a danger if you drift too far one way (like the episodes last season where we followed one of the smaller groups on their way to Terminus) or the other (like the episode where the group escaped Terminus twenty minutes into the show, or where Garreth and the rest of the Hunters were dispatched two episodes into the season) or you just plain go off on a stupid little fancy trying to give depth to a cartoon like the Governor.
