While Trafalgar and similar tour companies offer a great service, they tend to run groups of 25 to 40. Decide ahead of time if you are comfortable with a group of that size and also ask about the demographics of the group as nothing would be worse than a 41 year old doing a 3 week tour with the rest of the group being 70+ years in age.

I think you should also limit your trip to perhaps 2 to 3 countries in Europe that hold a special interest for you. Europe has layers and layers of history and to try to do all of Europe in 3 weeks is simply impossible.

There are lots of companies that offer overland tours for small groups. Personally, I like to limit the size of tours to 10 to 16 maximum...and again, making sure demographics are similar should hold importance as well.
