It makes a huge difference for taxes in Canada and in the US. He's a US citizen so he is paying taxes there no matter what.
Regardless of where you work, you are taxed where you are considered a resident of for taxes purposes on December 31st of a given year. It is how all the guys working on the rigs from NFLD end up paying taxes there because they maintain all their residential ties back home.
