I believe there are some vets where it's only a business, they'll recommend this and that, driving up the cost, knowing that many pet owners are willing to spend that money and not necessarily considering the best interest of the pet or financial implications on the owners.
It's a huge business, prices are regulated, some offer insurance, financing...

I think you hit it on the head when you mentioned vets. We had to put our cat of 18 yrs down around a yr ago. Our vet talked about options and costs, but at the end of the day the vet said that our cat had a long life and there is no guarantee that we would get the same pet back post surgery.
It was good advice, and clearly went against the clinic's bottom line.
We put the cat down.
