It's really a dumb project for America because the Oil isn't even staying in the US. It's just getting transported down south so it can be exported from the gulf instead.

This is completely untrue. The Gulf Coast Extension of Keystone ends at the Nederland Texas terminal. From there it can be put onto oil tanker ships or transported via other pipelines to the Port Arthur and Houston refineries. There is also a rail terminal there for transport to other facilities.
The Houston Lateral is being built to come off of the Gulf Coast Extension and will feed the Houston area refineries.
While some of the oil may ultimately be exported via the Gulf, it is a myth that the pipelines entire capacity of 830,000 bpd would be exported. The vast majority of that oil will be refined in the US.
