It will happen, just a matter of slots and metal to operate it.

I doubt it will be a "matter of weeks" as the article says, but we'll probably hear something in 2015 about it for a start in 2016. It will also most likely be operated by Air Canada, if this joint venture goes through Air China would most likely give AC the slot needed for YYC-PEK and revenue share as per the joint venture with them.
