For COD on the PS4, they chose to keep the resolution fixed at the full high definition 1080p resolution and let the framerate fluctuate when things get crazy. I'd imagine that they could have done the same and keep dynamic resolution for an even better frame rate stability if they wanted to.
It's a give and take issue. They make a good point though, maybe console games will more allow user choice on that in the future.
