They are what, 3 years into the apocalypse now. The walkers aren't getting any fresher, they are getting softer and slower, probably "starving" as well. I am sure the pressure from a fire hose would strip that gooey flesh off them no problem...but doesn't the truck have to be running???
As for stabbing in the neck I agree, we've seen in the past cutting off the head doesn't even stop them.
