Well they're threatening a close ally. And it does appear they hope to have at least a couple missiles that could hit the west coast very soon.
And threatening does make sense sometimes in international politics. Not saying it's right, but it's how nations get attention and sometimes deals. Look at what is happening with Iran right now.
Though I believe Kim is just a megolmaniac and believes he is a little more powerful than he truly is. However, if push comes to shove, that still spells huge problems for Japan. N Korea knows the world knows this. Threatening Japan is in a way threatening the western world.
