It's not my argument, but I've read it a few times (maybe even from someone here!):
Bungie is releasing portions of the game already on the disc, as DLC content, to extract a sort of "subscription" fee, from console gamers not used to paying to a monthly fee to play. The game is all online, so I would imagine it's costly to keep all the servers running.
In a PC game like WoW, people pay a monthly fee to play online. Destiny will offer DLC content essential to the story line, ensuring most people pay Bungie's version of a subscription fee.
