I understand what you're saying, but I can only speak to why I investigated Rathji which is because he was on the top of my mafia list. The list was narrowing down at the time of people undeclared and unconfirmed, so while I didn't get a mafia on Rathji I was able to remove him from my potential list before his power was revealed if people trusted me.
Opposite to your insinuation is that I checked Squiggs96, a declared person, the next chance I got despite there still being Dissentowner, Girylsports and Aeneas around.
The logic was simple, if he had target Drury18, Rathji, you, Starseed, Hockeyguy15 or possibly even Timbo we could know instantly if he was mafia. Puxlut was a bit of a wildcard, her natural power was useless but the Eternal power made some sense to use the power on (except that Squiggs96 had already said we confirmed Eternal powers to be fake which tilted my decision) before somehow he's able to prove them capable. The other three could have made an excuse why they target someone, and I wouldn't be certain.
Squiggs96 power, if truthful (which the mafia would know), wouldn't have been very useful to check when they still didn't know what Diss' power was or if Timbo had bucket one of them.
