He comes in for the stick check and as he misses it he follows through with the elbow, tucking it, bracing the arm, swinging his torso and then extending and following through.

Totally agree. This wasn't accidental contact to the head, he pushed his elbow/forearm
through Ferland's head.
Intent is impossible to determine. The action speaks for itself, and he is a repeat offender.
