Because the anti-government conspiracy nutters are short on execution and usually follow groups. They also talk. They talk about taking down governments from their militia groups with training grounds and they attack a lot of people to join which is bad for security.
Also because everyone loves a winner, and right now ISIS I'm sorry to say is going to win that battle due to resolve are inspiring.
I would argue that they're not the same thing, ISIS is fairly organized and frankly has a good handbook.
They also unlike these conspiracy and anti government crazies that have this glorious vision of bringing down the government. These people are committed to a cause and vision that can only be bought about through intimidation, and violence and murder.
Basically Al Queda's handbook after 9/11 became flawed because they were a large group with cells and structures and centralized communication.
This is basically a recruitment concept. You find the vulnerable and lonely and crazy and you fill their heads up with bullsh%t and martyrdom, you don't give them a plan or funding or talk to them again after you set them loose.
