They pay. You retain a fixed percentage of both the salary and cap hit.
So, if you have a guy with two years remaining on a contract with a cap hit of $4M and an actual salary of $5M and $6M in those two years, and you retain 50% of his contract, the retaining team will pay him $2.5M and $3M in the final two seasons, and they'll carry a cap hit of $2M for those seasons.
