Sounds like someone trying to start a business by projecting an image and hoping to attract the right people. A "if you build it, they will come" scenario.
Back when I lived in BC, my wife landed a job with a geological exploration company that promoted themselves as a world class company, with their own helicopter and dozens of staff. They used stock footage on their website making it look like they had a downtown office and other assets. When she got the job, she ended up working out of the persons house in Mission and sometimes had her paychecks bounce.
