Waivers Claims in September should be considered a big deal. At a time most teams are trying to get 10 -20 guys off their roster adding a new guy who you are not allowed to get rid of is a hard thing to do, and they have to really like the guy to claim him.
Why claim Butler when any team could still sign Diaz and at least have the opportunity to send him down in the first month, in the Long Run is there really much difference between the two? Especially when you are talking about a 7/8 for most teams.

True. It's much easier to get players through waivers now than it is during the season. Most teams are relatively healthy and like you said, are having enough trouble paring down their rosters without adding one more depth player. Butler is probably good enough to be a bottom pairing on a lot of teams, but most teams are saturated with bottom pairing players or fringe players that they have more time invested in and would rather give a shot to.
