While I understand your thinking, I wouldn't put too much stock into what you believe is good or poor mafia strategy yet. The mafia could be composed of some newer players (or returnees who have yet to be mafia), players who don't have a lot of time to get on the same page, or possibly a lack of good communication.
Also remember that it is the job of the mafia to create confusion, so potentially randomness is their strategy.
I'm still leaning towards inactivity (which I guess would be Baxter at this point) mostly because I don't think I have enough of a read on anyone to hope for a better-than-average chance of hitting scum.
