I forget if there is a term for it, but there is a real pyschological effect where people in groups usually get locked into inaction because they hope or expect someone else will take the lead. Often in cases where someone is an accident or injury, for example, most people will respond to directions - no matter where they come from - so long as someone else is taking the lead.
