I remember when the Bay of Tonkin was used as a pretext for getting involved in Viet Nam. Bush didn't have to destroy those two towers and thousands of people as an excuse to invade Afghanistan and Iraq although it did add to the USA citizens fear. He could have done something like the Bay of Tonkin or accused someone of having WMD. I think that works, nothing destroyed, no lose of life, just a supposed threat or insult.
