Land costs....you mean the price of land or the cost to service it? The price / acre for land in Calgary wouldn't be nearly as high as in some other major metropolitan areas (ie. Vancouver, Toronto, major US cities) but yes quite high when compared to Ottawa for example.
Skilled labour crunch is the biggest worry that companies have over the next 5 years, even with the influx of 'immigrants' from the rest of Canada. Low supply of available skilled labour + high demand for skilled labour = very high labour costs.
Even building material costs are higher here than in Eastern Canada....
So yes all in all you can expect a definite cost premium to build a large scale entertainment complex here.

They have said that they want the complex downtown, so definitely not in the "new areas" of the city. West side of downtown is looking like the most likely spot right now according to various sources.
