No expert here either, I think it would all depend on who owns the land. By that I mean if they build in a whole new area where the land has not been sold to developers, the city may still own the land and could be part of the agreement with the organization that the land come free as part of the city's part?
This only works for new areas of course, is there any chance of putting it in the stampede grounds with new arena, stadium and "others"?
Have to admit I don't know many of the newer areas of the city where they could develop an entertainment district but think this is maybe what they are thinking?
