World Cup probably isn't going to be played in Winter. Leagues are already threatening to demand (i.e. sue) compesnation if it happens, FOX (the US broadcaster going forward) would be furious as it would run concurrent with the NFL season and has said they'll seek compensation. Can't happen in February either (Olympics). If it does go to Winter the Qatari government is gonna be out many more billions to make every one else happy.
