The "fact" it gets up to over 40 in Qutar is only a recent short term blip. I think that sitting ina cramped stadium with 99,999 or so my my closest freisnds would be more relaxing than a day at the beach.....
FIFA's been corrupt since the First World Cup in 1930 when they argued over which ball to use in the final.

It isn't just the stadiums though, if you've ever been to a world cup there are many things to do throughout the city and as mentioned in a possible bid for Calgary, how do taxis and public transportation get around? Getting crammed onto a bus or train when it's 45 degrees is dangerous.

And it wouldn't be the first time the World Cup was moved. The 1986 World Cup was supposed to be in Colombia but was moved to Mexico who had all the facilities from the 1970 tournament. Mostly due to corruption and the emerging drug cartels.
