Brazil is an awesome destination for a major event. Russia and Qatar are utterly horrible destinations. We don't even know what Russia is gonna look like then politically (it might be boycotted by every western country which means no more than 50,000 people will visit), and Qatar is literally taking your life into your hands with the weather (and, you know, Qatar being a massive sponsor of terrorism). They'll both tank in terms of getting outside fans. Replace them with England and the US and you get a massive outside fan presence. FIFA only cares about the bribe, however.
