Yes, they are. If you get one from the Apple Store on an upgrade, they will then lock the device to your carrier. So rather than them having 4 sets of each phone (or 24 variations of the 6 and 6+), they only need one set of each. (So 6 in total; 3 for each size of the 6 and 6+)
Basically if you are getting a contract phone, getting it from the Apple store will not circumvent the lock.
