With almost every suspendable hit, the arguments centre around whether or not the initial and primary contact was the head. There is absolutely no question here - he throws his elbow out and hits him directly in the face.
That is how concussions are made.
If the goal is to reduce headshots in order to reduce concussions (and I believe that is in fact the case), then I can't see how anyone would come to the conclusion that this wasn't suspension-worthy.
