Yeah, but lets also think about the circumstances in which people are raised, educated, and the communities they come from. You need to get into those places and provide them with enough resources to support the idea that some of these harsh methods of discipline are no longer acceptable. Has this been done adequately in all area's of the United States today?

Me being typical Canadian middle class white kid who grew up in decent neighbourhoods can sit on my soap box and tell everyone else what is and isn't acceptable ways to discipline children. I doubt this message has been delivered the same way in every school in Canada. I would hazard to guess that there are some communities where an abusive culture may still be present. I would also guess that it's more prevalent in the less affluent regions too.

What's AP's back ground? Where exactly did he grow up, and what's tolerated within the sub culture that is the community in which he was brought up?

They can make an example out of AP as a means of trying to change this approach to disciplining people. But the failure likely is that a lot of people are still being raised this way and not enough has been done to change the mindset prior to these incidents.
