For what it's worth, I was having a possibly related issue.
Only on one system, clicking the Tech Talk section would give me the error message about "We are doing maintenance to deal with the phantom page issue".
On the page, forcing a refresh with CTRL-F5 fixed it.
So I am guessing at some point with some maintenance some caching headers got mixed up, and if people happened to visit the forum during that time, they may be running into a stale cached page.
May not be related to Caged Great's issue, but worth a shot.
When in doubt, CTRL-F5. Or better yet, wipe all your browser cache.
